Dear All,

This communique is addressed to the Candidate Technology Submission Proponents, Identified GCS Proponents and Identified DIS Proponents for information and action.  Additionally, it is provided to the Independent Evaluation Groups (IEGs) for information only.

This is to inform you that Circular Letter 5/LCCE/86 Corrigendum 1 and its Attachments has just been dispatched to announce that the 35th meeting of Working Party 5D as a face to-face meeting is converted to a fully electronic (virtual) meeting which will require a different organization and structure. This meeting will therefore be referred to as WP 5D Meeting #35e.

Meeting #35e will start on 23 June 2020 and will now take place from 23 June 2020 to 9 July 2020 (Plenary to Plenary).

Please take note of these adjustments in conjunction with your preparations for this upcoming meeting.  While certain  prioritization of the work focus for Meeting #35e has been necessarily applied, the commitment to the IMT-2020 process and announced schedule remains unchanged for this meeting. 

With Step 3 (submission phase) and Step 4 (evaluation phase) of the IMT-2020 process already concluded,  Circular letter 5/LCCE/59 Addendum 6 (6 March 2020) clearly indicates that a focus at this time in the process is the conclusion of Steps 5-7, the completion of Report ITU-R M.[IMT-2020.OUTCOME], the decisions towards Step 8, as quoted below.  This focus has been maintained in the agenda for Meeting #35e.  Note that the reference to Meeting #35 in the Circular Letter 5/LCCE/59 equivalently applies for Meeting #35e.

Addendum 6 of the Circular Letter provides further information on the completion of Step 4 of IMT‑2020 process and announces the availability of the final evaluation reports from registered IEGs as well as a consolidated summary. Under the planned schedule, the final decisions on which candidate technology submissions will be accepted for inclusion in the standardization phase under Step 8 of the IMT-2020 process will be completed at WP 5D Meeting #35 in June 2020, based on the candidate technology submissions progressing through Steps 4, 5, 6 and 7 of the process.

3      Future plans of the process

In accordance with Resolution ITU-R 65, the relevant ITU Recommendations and ITU Reports for the development of IMT-2020, and to assist further activities, the following are announced:

Under the IMT-2020 process, ITU-R will finish the review and coordination of outside evaluation activities in Step 5, conclude a review to assess compliance with minimum requirements in Step 6, complete consultation on the evaluation results and consensus building and render a decision in Step 7 on those technologies that should move forward into Step 8.

Report ITU-R M.[IMT-2020.OUTCOME], currently in preparation, will be finalised during ITU-R WP 5D meeting #35, documenting the decision agreed in Step 7.

Step 8 is planned for first stage completion in October 2020 at ITU-R WP 5D meeting #36 and final completion at ITU-R WP 5D meeting #36bis in November 2020, where it will then be submitted to ITU-R Study Group 5.

As announced in the IMT-2020 work program and in previous liaisons from Meeting #34 (email from Buonomo 4 March 2020) , and in the Report Document 5D/134 of Meeting #34, the IMT-2020 materials to be provided by the RIT/SRIT Proponents and GCS/DIS Proponents to Meeting #35e are still expected to be received by the previously announced hard deadline of 16 June 2020 @16:00 hours UTC. This includes the relevant materials requested/required for the progress of the Recommendation IMT-2020 Specifications such as GCS/DIS materials as appropriate and the relevant Certification forms.

RIT/SRIT Proponents and IEG members that are not ITU-R members are invited to participate in WP 5D Meeting #35e and should communicate their names for the registration as guest to the meeting.  ITU-R members should follow the registration procedures indicated in the Circular Letter.
